Presidential Chair Prof. ZHANG, Dapeng David, Chinese University of Hong Kong (Shenzhen), China
David Zhang graduated in Computer Science from Peking University. He received his MSc in 1982 and his PhD in 1985 in both Computer Science from the Harbin Institute of Technology (HIT), respectively. From 1986 to 1988 he was a Postdoctoral Fellow at Tsinghua University and then an Associate Professor at the Academia Sinica, Beijing. In 1994 he received his second PhD in Electrical and Computer Engineering from the University of Waterloo, Ontario, Canada. He has been a Chair Professor at the Hong Kong Polytechnic University where he is the Founding Director of Biometrics Research Centre (UGC/CRC) supported by the Hong Kong SAR Government since 2005. Currently he is Presidential Chair Professor in Chinese University of Hong Kong (Shenzhen). He also serves as Visiting Chair Professor in Tsinghua University and HIT, and Adjunct Professor in Shanghai Jiao Tong University, Peking University, National University of Defense Technology and the University of Waterloo. He is both Founder and Editor-in-Chief, International Journal of Image & Graphics (IJIG) (http://www.worldscinet.com/ijig/ijig.shtml) and Springer International Series on Biometrics (KISB)(http://www.springer.com/series/6191); Organizer, the first International Conference on Biometrics Authentication (ICBA); and Associate Editor of more than ten international journals including IEEE Transactions and so on. Over past 30 years, he has been working on pattern recognition, image processing and biometrics, where many research results have been awarded and some created directions, including palmprint recognition, computerized TCM and facial beauty analysis, are famous in the world. So far, he has published over 20 monographs, 400 international journal papers and 40 patents from USA/Japan/HK/China. He has been continuously listed as a Highly Cited Researchers in Engineering by Clarivate Analytics (formerly known as Thomson Reuters) in 2014, 2015, 2016, 2017 and 2018, respectively(http://highlycited.com). He is also ranked about 80 with H-Index 107 at Top 1000 Scientists for international Computer Science and Electronics(http://www.guide2research.com/scientists). Professor Zhang is a Croucher Senior Research Fellow, Distinguished Speaker of the IEEE Computer Society, and a Fellow of both IEEE and IAPR.

Chair Prof. Shyi-Ming Chen, National Taiwan University of Science and Technology, Taiwan
Shyi-Ming Chen received the Ph.D. degree in Electrical Engineering from National Taiwan University, Taipei, Taiwan, in June 1991. He is now a Chair Professor in the Department of Computer Science and Information Engineering, National Taiwan University of Science and Technology, Taipei, Taiwan. He has published more than 510 papers in referred journals, conference proceedings and book chapters. His research interests include fuzzy systems, knowledge-based systems, artificial intelligence, neural networks, data mining, information retrieval, and genetic algorithms.
Professor Chen is an IEEE Fellow, an IET Fellow and an IFSA Fellow. He is currently an Editor-in-Chief of the journal of Granular Computing, An Associate Editor-in-Chief of Applied Intelligence, an Associate Editor of the IEEE Transactions on Fuzzy Systems, an Associate Editor of the IEEE Transactions on Cybernetics, an Associate Editor of Information Sciences, an Editorial Board Member of Information Fusion, an Associate Editor of the Journal of Intelligent & Fuzzy Systems, an Associate Editor of the International Journal on Artificial Intelligence Tools, an Associate Editor of the International Journal of Pattern Recognition and Artificial Intelligence, an Editor of New Mathematics and Natural Computation, an Associate Editor of the International Journal of Fuzzy Systems, an Associate Editor of Fuzzy Optimization and Decision Making, an Editorial Board Member of Knowledge-Based Systems, an Associate Editor of Knowledge and Information Systems, and an Associate Editor of the Journal of Information Science and Engineering.

Prof. Chuan-Ming Liu, National Taipei University of Technology, Taiwan
Dr. Chuan-Ming Liu is a professor in the Department of Computer Science and Information Engineering(CSIE), National Taipei University of Technology(Taipei Tech), TAIWAN, where he was the Department Chair from 2013-2017. Currently, he is pointed to be the Head of the Extension Education Center at the same school. Dr. Liu received his Ph. D. in Computer Science from Purdue University in 2002 and joined the CSIE Department in Taipei Tech in the spring of 2003. In the summers of 2010 and 2011, he had held visiting appointments at Auburn University and Beijing Institute of Technology, respectively. He has services in many journals, conferences and societies as well as published more than 80 papers in many prestigious journals and international conferences. He was the co-recipients of ICUFN 2015 Excellent Paper Award, ICS 2016 Outstanding Paper Award, MC 2017 Best Poster Award, and WOCC 2018 Best Paper Award. His current research interests include big data management and processing, uncertain data management, data science, spatial data processing, data streams, ad-hoc and sensor networks, location based services.

Prof. Song, William Wei, Dalarna University, Sweden
William Wei Song received his BSc in computer science from Zhejiang University, Hangzhou, China in 1982 and PhD in information systems and sciences from Stockholm University and the Royal institute of Technology, Stockholm, in Sweden in 1995. He is now a full professor in Business Intelligence and Information Systems at Dalarna University, Sweden. His research interest covers a wide range of fields, including computer science, information systems, artificial intelligence, semantic web, service science, business intelligence, e-business, e-learning, and online education. He has published more than 150 research papers in international journals and conferences. Professor Song is also guest professor (researcher) of a number of overseas universities and sits at the board of a number of international journals. He has been participating and PI of a number of research projects, funded among others ITF Hong Kong, EPSRC UK, and ESPRIT, 6FP and 7FP of EU.

Assoc. Prof. Feng-Jen Yang, Florida Polytechnic University, U.S.
Dr. Feng-Jen Yang received the B.E. degree in Information Engineering from Feng Chia University, Taichung, Taiwan, in 1989, the M.S. degree in Computer Science from California State University, Chico, California, in 1995, and the Ph.D. degree in Computer Science from Illinois Institute of Technology, Chicago, Illinois, in 2001, respectively. Currently, he is teaching and conducting researches at the Florida Polytechnic University. Besides the currently academic career, he also has highly regarded prior research experiences. He once was a research assistant at the Chung Shan Institute of Science and Technology (CSIST), Taoyuan, Taiwan, from 1989 to 1993, as well as an engineer at the Industrial Technology Research Institute (ITRI), Hsinchu, Taiwan, from 1995 to 1996. His research areas include Artificial Intelligence, Machine Learning, Expert Systems, and Simulated Biological Intelligence. He had also been awarded with research grants from ACM SIGCSE and Seed Grants from Florida Polytechnic University.

Dr. Xiaokun Yang, University of Houston-Clear Lake, U.S.
Dr. Xiaokun Yang received his Ph.D. from the Department of Electrical and Computer Engineering (ECE), Florida International University (FIU), USA in Spring 2016, his dual M.S. from the Department of ECE at FIU and the Department of Software Engineering at Beihang University, China in 2007. He is currently an Assistant Professor at the College of Science and Engineering, University of Houston, Clear Lake . From 2007 to 2012, he has also worked as a Senior ASIC Design/Layout Engineer at Advanced Micro Devices (AMD) and China Electronic Corporation (CEC). His research interests include HW/SW Co-Design on FPGA, ASIC Verification Methodology, FPGA Acceleration on AI/ML, and System-on-Chip (SoC) Architecture on IoT. As the first author or corresponding author, Dr. Yang has published more than 30 papers including 2 patents, more than 10 journals, and the best Ph.D forum conference. He has served on numerous conference committees and journal reviewers including IEEE Trans. on Computer, IEEE Trans. on VLSI, and IEEE Trans. on Education.
